In short, as the RTX 40xx number gets higher, the card gets faster! The number of processing cores in the card increases and the clock speed of those cores gets faster. The higher the number, the higher the VRAM (graphics memory) gets too. All in all, resulting in better performance the higher up the list you go. For an affordable (but still excellent) graphics card, you can start with the RTX 4050. For premium power, at the top of the game is the RTX 4090. With something for everyone inbetween. 

For entry level gamers and content creators, the RTX 4050 and RTX 4060 cards should be more than enough. They'll play modern games at respectable settings. For more resource intensive games, or where you really want excellent Ray Tracking the RTX 4070 and above is where to look. For ultra high end gaming, the 4080 and 4090 cards are the best option. Likewise, for videographers and people working in big data the top end cards are likely to improve workflow speed and may be the option for you.
